Since 1989, the law has increasingly underlined the importance of “accessibility “. In a modern society it is a duty to recognize equal rights even for those with reduced mobility, whether they are disabled or elderly people.
ACCESSIBLE DESIGN
The law provides design criteria regarding the accessibility that has to be considered during processes of building’s construction and renovation; they concern:
- Social facilities (school, healthcare, cultural and sports facilities).
- Businesses headquarters’ facilities, which are subject to the disability recruitment target.
- Residences (residential real estate units).
- Halls and places dedicated to meetings, shows and foodservice.
- Accommodation facilities.
- Places of worship.
- Other places available to the public.
In addition to certain design criteria, accessible bathrooms are to be considered as a duty to be respected in specific situations: they are specified in the pertinent section of the legislation. The construction of accessible toilets is to be considered as mandatory, and they have to be easily accessible even by people with reduced or impaired mobility: the law provides that facilities must ensure a comfortable and easy accessibility to at least one toilet.
ACCESSIBLE BATHROOMS ADDRESSED TO BARS AND RESTAURANTS
Amongst the other, establishments that require support during the design of accessible bathrooms are bars and restaurants. The law states that when the presence of the accessible bathroom is mandatory, there must be two separated rooms, divided by gender. It is also possible to integrate and adapt the pre-existing bathroom into an accessible bathroom, provided that the current one respects all accessibility requirements. In this case it is important to consider a design criteria: adaptability.
All restaurants, bars and public places located in historical centres can benefit from a dispensation regarding this legislation only if there are structural obstacles that do not allow the construction of accessible bathrooms.
